first_imgFive years ago the fallout from financial catastrophes like Enron and WorldCom drove the Sarbanes-Oxley into being.  A year ago now the pendulum was beginning to ease and advocates for relaxing compliance regulations seemed to be getting greater recognition.  But the events of the last six months have pretty much closed any opportunity for easing compliance requirements: the housing crisis, the credit crisis, the Madoff incident, India’s Satyam scandal, …With a new administration of Democrats moving into Washington in the coming weeks, the agenda in Washington is sure to bring up the review of Sarbanes-Oxley and other existing compliance regulations, and then to inevitably introduce new legislation to try to create more fiscal accounting transparency and oversight.Entrepreneur Mark Cuban suggests the government push more towards greeater use of the financial reporting specification XBRL. XBRL is a set of special XML tags that are designed to represent detailed financial data, and because each piece of data is tagged, searchability of XBRL data is a snap.  The SEC already requires $5 billion+ market-cap companies to report their financials in this format and the remaining public companies will need to report data in this format by 2010.  XBRL will make it much easier to analyze, compare and research company financials.Cuban recommends that the requirement of XBRL reporting be extended to all mutual funds, hedge funds, EFTs, brokers, dealers, market makers, banks, and loan companies.  With XBRL, the monitoring and auditing of these institutions would be made much more efficient. Beyond the requirement of changing the format for how data is reported, additional regulations may not really be needed.  There’s enough laws on the books already, it’s just that up until now, trying to uncover problems has proved to be too time-consuming without a way to quickly size up the data.XBRL might be all we need.  And from an ECM data management perspective, it’s satisfying to think that using the right data format can solve a lot of the world’s problem…last_img read more

Hafiz Saeed’s JUD continues to operate despite being on Pakistan’s terror list

first_imgEven after Pakistan was pushed into Financial Action Task Force’s (FATF) ‘grey list’ in February, it is still hard to justify whether the nation has seized all assets and offices of terrorist Hafiz saeed’s organizations given the ground reality in the country.This comes at a time when Pakistan works its way up to present its case and ‘action-plan’ against the Lashkar-e-Taiba (LeT) chief and mastermind behind the 26/11 Mumbai attack as well as his organisations Jamat-ud-Dawa (JUD) and Falah-e-Insaniyat Foundation (FIF).Pakistan recently claimed that it had seized hundreds of offices of JUD and FIF across Pakistan as part of its action implemented after the Presidential Ordinance signed by President Mamnoon Hussain which declares all individuals and entities on United Nation Security Council’s (UNSC) terror list illegal.The external pressure on Pakistan increased when United Nation’s latest terror list included hundreds of militants and organisations, who stem, facilitate, operate and collaborate with other terror groups from Pakistan.However, Islamabad’s claims of action against JUD and FIF, have not hindered operations of Hafiz Saeed’s force.Muridke, JUD’s 200-acre headquartersFirst up is the epicentre of JUD’s operations, which is headquartered in Muridke. It is located just outside Punjab’s province’s provincial capital of Lahore.The vicinity spread across 200 acres comprises a martial arts academy, training centres, a fleet of 4×4 trucks, educational institutes, swimming academy and thousands of staff members and volunteers.The main entrance, which initially had JUD’s banners, now has new signs hanging. However, business continues as usual inside the JUD headquarter.advertisementThe new name for JUD’s Muridke headquarter, which earlier was “Markaz-e-Taiba”, is now “Government Health and Education Complex Sheikhupura.”Only five police officals have been added to the squad of at least 100 JUD security guards. The government has added two school principals and a doctor to the facility.Mohammad Athar, an official of JUD said, “At least ,1000 students take classes here. Nearly 3,000 students and employees live on the site, which boasts manicured lawns, rice fields, sports grounds, hostels, residential colonies, a swimming pool and a horse stud farm. There are 35 horses for their riding classes. The students play soccer, gymnastics and martial arts. Cricket is prohibited because it’s a waste of time,” said Athar.Hudabya Madrassa, JUD’s seminary in ChakraAnother JUD facility is the Hudabya Madrassa, a religious seminary located in Chakra, just outside of Rawalpindi.The facility caters to at least 160 students, 22 teachers and 16 staff members.The government after taking over this facility, appointed only one caretaker on a salary of Rs 20,000 ($200 approx.) per month.The overall monthly expense of the facility ranges between 1 to 1.5 million rupees, which comes up to approximately $10,000 to $15000 every month.Interestingly, the expenses of the facility are still being managed by JUD itself.”People come and donate. Our group mainly bears the expenses,” said a teacher of the JUD seminary.A similar scenario was witnessed in another JUD facilitated mosque in Rawalpindi which had banners requesting for donations for Muslims in Kashmir, Palestine and Syria.Government inability to nab JUD’s widespread network fundingThe Punjab government claims it has taken over all facilities of JUD and FIF but has not yet formulated a plan and strategies on how to run the network.This is because the massive reach that Saeed’s charities make it very difficult for the government to not only run the network, but impossible for them to track and take control of their income sources and funding domains.”We’re still collecting details about the JuD’s facilities which have been taken over. Our financial strategists are in consultation with the federal government to prepare a plan to run these facilities,” a spokesman for the Punjab provincial government, Malik Mohammad Ahmad Khan, said during an interview with Reuters.JUD’s network included over 300 seminaries, schools, hospitals, a publishing house and ambulance service.The statement of Punjab province’s spokesperson highlights the inability of the government to take full control over Hafiz Saeed’s organisations and their funding sources, a fact that has been the reason why Pakistan has failed to convince FATF member states.It is pertinent to mention that Hafiz Saeed’s organisations were the focus of a motion moved by United States and its European allies who recommended Pakistan’s name be placed on the terrorist financing watch-list of the FATFFATF is an intergovernmental body that sets global standards for fighting illicit finance.Even though Pakistan has taken some action against JUD and FIF by sealing hundreds of offices in Punjab and other places including Kashmir and Gilgit-Baltistan, Lahore High Court (LHC) allowed Hafiz Saeed to carry out his welfare activities and barred the government from ‘harassing’ him.advertisementThis has made it all the more difficult for the government to take action against Saeed.Saeed’s council maintained that the move was being done under pressure of US and India.”It is regrettable that rulers have been bowing to external powers. Trudeau lashes out at Conservatives over migration misinformation

first_imgOTTAWA — Warning against the “dangers of populism,” Prime Minister Justin Trudeau says using immigration as a wedge political issue puts Canada’s future at risk.During a wide-ranging interview with The Canadian Press, Trudeau said he believes a broad Canadian consensus holds that immigration is good for the country, in the face of growing opposition to it in other places.The Liberal leader’s line suggests a theme for next year’s election campaign.“The decision that the Conservatives have taken recently to, for example, go after the global compact on migration in a way that is deliberately and knowingly spreading falsehoods for short-term political gain and to drum up anxiety around immigration is irresponsible, is not the way we should be moving forward in a thoughtful way on one of the big issues that is facing our country,” Trudeau said.The prime minister says he welcomes debate and discussion about immigration — as long as it sticks to meaningful areas of policy, such as the right number of immigrants to bring to Canada each year and how to properly integrate newcomers within the country.“But the fearmongering, and the misinformation that is being deliberately and knowingly put out by the Conservative party right now, is very dangerous to something that has been an extraordinary advantage and benefit for Canada for generations,” he said.Conservative Leader Andrew Scheer’s press secretary Brock Harrison said Trudeau’s comments demonstrate that he is failing to take responsibility for Canadians’ concerns about the border. “He resorts to personal attacks and phoney arguments whenever he’s criticized for it,” Harrison said. “Conservatives will continue to hold him to account over the lengthy delays in processing and billions in added costs caused by his failure to secure the border.”Last week, Canada joined 164 countries in signing the UN Global Compact for Safe, Orderly and Regular Migration. It is the first large-scale agreement to cover all dimensions of international migration and is aimed at improving co-operation.But the pact has incited protest, particularly in Eastern Europe, where a number of far-right groups and political parties have used the compact to fan public concern over a historic increase in the number of migrants and displaced people fleeing wars, persecution and violence in their home countries — or, in some cases, seeking better economic opportunities.Scheer came out strongly against the compact on the grounds that it would give foreign entities influence over Canada’s immigration system, claims that have been rejected by many immigration-law experts.The Conservatives have also been hammering the Liberals over the influx of asylum seekers crossing into Canada “irregularly,” away from official entry points, over the last two years. The issue has led to clashes with Ontario Premier Doug Ford and Quebec Premier Francois Legault, who each want Ottawa to fork over $200 million or more to cover costs the two provinces have borne to house and provide services to asylum seekers.They say the federal government is too slow to assess refugee claims and while claimants wait, the provinces have to support them.Over 38,000 irregular migrants have arrived in Canada since early 2017.Trudeau might face a steep challenge if migration turns out to be an election issue. An Angus Reid Institute poll conducted this fall suggested the Liberals are vulnerable on the issue of asylum seekers.
